Hampstead, Timberlane Districts Get Larger Refunds

While the Timberlane and Hampstead School Districts earlier announced the amount of refunds they expected to receive from the New Hampshire Local Government Center (LGC), based on an order by a state Bureau of Securities Regulation hearings officer to reimburse districts from the medical and dental insurance risk pools’ surplus, those figures were not complete.

A second letter, which School Administrative Unit (SAU) 55 Business Manager George Stokinger said he never received, provided different amounts of refunds for both districts. SAU 55 Human Resources Director Nancy Danahy said the district never received a letter sent by LGC on June 19 that gave different amounts for both districts, including both 2011 and 2010 refund amounts.

According to the June 19 letter from the LGC, the refund calculation was made on each district’s proportional share of the total 2010 HealthTrust contributions. A challenge by several towns was denied by the courts so the calculation made by the LGC will hold.

“The return of 2010 surplus is in addition to your group’s share of the previously announced return of 2011 surplus,” the letter states. The new – and higher – refund amounts for the 2010 Surplus are as follows:

• Hampstead, $234,853.50.
• Timberlane, $727,771.25.
• Hampstead, $16,432.44.
• Timberlane, $42,690.03.
The refund figures for the 2011 surplus are:
• Hampstead $81,818.28.
• Timberlane $238,051.02.
• Hampstead $17,372.48.
• Timberlane $45,434.63.
The Timberlane district encompasses Sandown, Danville, Plaistow and Atkinson.
The total refund to Hampstead for the combined 2010 and 2011 medical and dental billing amounts to $350,476.29, while Timberlane will receive $816,134.42.

The total for SAU 55, which encompasses both Hampstead and Timberlane School Districts, is $1,418,547.63 for medical and $137,003.99 for dental. Both districts qualified because they were LGC HealthTrust members that participated in the 2010 medical and dental program and were still participants in those coverages in August 2012. They are eligible to receive their checks by Aug. 27.

The school districts will have the option of taking the return in the form of a check for the amount due or as a Contribution Holiday, which deducts the value of the return from the districts’ cost of coverage. A decision as to which option is preferred must be made and LGC notified in writing prior to Aug. 16.
