Finance Director Appointed To Be Interim Town Clerk

Acting Town Manager William Hart named Finance Director Susan Hickey as interim Town Clerk/Tax Collector at the July 15 Town Council Meeting. With last month’s surprise resignation of Meg Seymour as Town Clerk/ Tax Collector, a position she had held for 13 years and was reelected to in a contested race in March, the post became open.

According to statute, when an opening such as this occurs, the Deputy Town Clerk/Tax Collector fills the role for 30 days until an interim Town Clerk/Tax Collector can be named.
Chapter 1 Article 8, Section 9.3 of the Londonderry town charter provides that in the event of a vacancy in an elected position, the Town Council fills that position by appointment until the next election.

Hart said he was appointing Hickey to the interim position.
Stating that the Town Council determined that the appointment of Hickey would not violate RSA 669:7 regarding the incompatibility of certain offices, the council voted unanimously to appoint her as interim Town Clerk/Tax Collector.

Resident Pauline Caron said the finance director should not be in a position of collecting taxes and be the person who distributes the finances as well, and called for a special election.
Council Vice Chairman Tom Dolan said the council had been in contact with the town attorney and there was no impropriety with the appointment.
